The health crisis has marked a shift towards increased use of digital technology to meet business and service continuity needsThis extraordinary situation has led local authorities to revisit their commitment in favour of digital technology and move from a position of emergency management to one of anchoring the benefits of digital technology for the public policies they are responsible for. For government departments, it is a matter of staying the course of the major reforms undertaken in favor of dematerialization while orchestrating a set of recovery instruments dedicated to the digital sector and territories.
This health crisis has also highlighted the need for support in terms of digital inclusion and social acceptability of these digital public policies.

The “digital uses and territories” community’s primary field of expertise is the development and evaluation of digital public policies for territorial players, local authorities and government departments. It is involved in the entire cycle: design and development of a strategic framework, definition of an action plan and a roadmap, support in setting up projects and evaluation. It is also involved in the observation of trends in digital practices and uses in the territories, both nationally and internationally.

On the national level, it is aimed at local authorities (Region, Department, Metropolis, Intercommunities, Communes), State services (ministries + national public bodies – ANCT, Caisse des Dépôts – Banque des Territoires) and telecom operators and other industrialists in the digital sector.

Internationally, it addresses Institutions (European Commission, AFD, World Bank) and Ministries (mainly Morocco and West Africa). The expertise of the “digital uses and territories” community complements that offered by the “connected territories” and “digital territories” communities to meet all the support needs of territories to ensure the success of their digital transition.
